It's a (purposefully) grammatically incorrect reference to Ouroborus, a serpent/dragon thing featured in many European lores with parallels in some African myths. Basically, the bad boy is a snake/dragon thing biting its tail, which symbolizes eternity and the ever-connectedness of all beings, life, etc. Thus, dragon-of-eternal.
